In a historic moment, the Philippine National Police (PNP), under the leadership of Chief PNP General Benjamin C. Acorda, Jr. and Manuel L. Quezon University (MLQU), led by its Executive Vice President, Mary Antoniette Lucille P. Ortile, joined hands in a significant Memorandum of Understanding (MOU) signing ceremony on September 25, 2023. This momentous occasion took place at Camp Crame and was a highlight of the Special Flag Raising Ceremonies of the PNP. Distinguished guests, top officials of the PNP, and officers of MLQU graced the event with their presence.

Continuing Education. MLQU will conduct programs, seminars, short courses and other training activities designed to enhance the knowledge and skills of PNP officials and personnel. The ceremony was further enriched by the recognition of PNP officers and personnel with significant accomplishments. Awards such as the Medalya ng Kadakilaan (Medal of Valor), Medalya ng Kasanayan (Medal of Proficiency), and Medalya ng Kadakilaan (Medal pf Disaster Relief) were presented to deserving officers and personnel who have exhibited exceptional dedication and service.
The Guest of Honor for this momentous occasion was Retired Chief Justice Reynato S. Puno, Member of the Board of Regents of MLQU and Dean Emeritus of the MLQU School of Law. In his keynote address, Chief Justice Puno emphasized the critical importance of the MOU between MLQU and PNP, especially in light of the evolving domestic and international laws governing crime control.
He underscored the need for laws to adapt to the changing landscape without altering their core principles. Quoting H.G. Wells, Chief Justice Puno reminded the audience that “the future will be a race between education and catastrophe.” He expressed confidence that, with the collaborative efforts embodied in this MOU, the PNP will emerge victorious in this race, better prepared to protect the lives and property of the Filipino people.
