Atty. Michael G. Aguinaldo: A Pillar of Public Service and Governance in the Philippines is the Guest of Honor at Manuel L. Quezon University’s 77th Commencement

Guest of Honor at Manuel L. Quezon University (MLQU)

Atty. Michael G. Aguinaldo has been invited as the Guest of Honor for the 77th Commencement Exercises and Graduation of MLQU, encompassing both undergraduate and graduate studies programs.  The ceremony will take place on 22 June 2024 at the Upper Ground Lounge of the Victoria Sports Tower.  His presence and words of wisdom are anticipated to inspire and motivate the new graduates as they embark on their professional journeys.

Chairperson of the Philippine Competition Commission

Aguinaldo currently serves as the Chairperson of the Philippine Competition Commission (PCC), an agency mandated to promote and maintain market competition by regulating anti-competitive conduct.  Established under the Philippine Competition Act (Republic Act No. 10667), the PCC aims to prevent monopolies, cartels, and abuse of dominant positions, ensuring a level playing field for all businesses.  Under Aguinaldo’s leadership, the PCC has intensified its efforts in investigating and prosecuting anti-competitive practices, thereby fostering a fair and dynamic market environment conducive to innovation and consumer welfare.

Former Chairperson of the Commission on Audit (COA)

Prior to his tenure at the PCC, Aguinaldo served as the Chairperson of the Commission on Audit (COA) from 2015 to 2022.  The COA is the supreme audit institution of the Philippines, tasked with auditing government funds and properties, ensuring their efficient and effective use.  During his term, Aguinaldo implemented key reforms that enhanced transparency, accountability, and the integrity of public financial management.  He spearheaded initiatives to modernize audit processes and improve the accessibility of audit reports to the public, strengthening the COA’s role in promoting good governance.

International Contributions

In addition to his national duties, Aguinaldo also made significant contributions on the international stage.  He served as the External Auditor for the Food and Agriculture Organization (FAO), the World Health Organization (WHO), and the United National Industrial Development Organization (UNIDO).  His work with these organizations underscored his commitment to upholding the highest standards of financial oversight and accountability in global institutions, further solidifying his reputation as a distinguished public servant.

Government Service Under President Benigno S. Aquino III

Aguinaldo’s extensive experience in public service includes his role as  the Deputy Executive Secretary for Legal Affairs (DESLA) under then-President Benigno S. Aquino III.  In this capacity, he provided crucial legal advice and support on a wide range of government issues, demonstrating his expertise in legal affairs and his dedication to public service.

Distinguished Legal Career in the Private Sector

Before his foray into public service, Aguinaldo had a successful career in the private sector.  He was a partner and a member of the Executive Committee of the Romulo Mabanta Buenventura Sayoc and De Los Angeles Law Firm, one of the oldest and most prestigious law firms in the country.  His legal acumen and leadership in the firm were instrumental in its continued success and reputation in the legal community.

Academic Contributions

Aguinaldo’s passion for law and governance extends to the academic field.  He has taught at several esteemed institutions, including the Ateneo De Manila School of Law, the FEU-La Salle JD-MBA Joint Degree Program, and the De La Salle University.  His academic roles allowed him to mentor and inspire future generations of lawyers and public servants, sharing his wealth of knowledge and experience.

Educational Background

Aguinaldo’s impressive educational background laid a strong foundation for his illustrious career.  He earned his Juris Doctor from the Ateneo De Manila School of Law, his Master of Laws from the University of Michigan, USA, and his Bachelor of Arts in Philosophy from De La Salle University.  His diverse and rigorous academic training equipped him with the skills and insights necessary for his various roles in both public service and the private sector.

Awards and Distinctions

Throughout his career, Aguinaldo has been the recipient of numerous awards and distinctions, recognizing his exceptional contributions to public service and governance.  These include the Distinguished Public Service Award from the Government Financial Management Innovators Circle, Inc.; the Metrobank Professorial Chair for Public Service and Governance; and honorary degrees of Doctor in Public Administration from the Polytechnic University of the Philippines and Doctor of Laws from the Pamantasan ng Lungsod ng Maynila.
